Does reaper support all VST plugins?

Just curious before I start buying plugins, does reaper support all VST plugins? Is it safe to assume that if it's a VST it will work? Or are there known plugins that reaper does not support?

Reaper does not support VST3.

No VST3... Ok. Is there any plans for reaper to do so?
