Does anyone know if we still have to "repair permissions" with Panther OS 10.3.2? thanx

Yes you should, although it's become a lot less necessary as the OS has progressed. Most often it's not the system files which are the problem, it's user created files, which "repair permissions" has nothing to do with anyway.
