Just to be sure, you can check the original sample rate of WAV file in Reaper. You can access source properties of selected clip with ctrl-F2 or from right-mouse click menu on top of clip. That shows the data the way Reaper sees it originally. And you can try to force your ASIO interface to 44100 for testing purposes just to be sure that it remains so. Do it from that panel you showed. It would really help if there is anyone else using that Line6 device. They could check does it usually show that status as "inactive" and "no client".
