You can do it with Audacity, but that involves re-encoding them.

mp3DirectCut It's a free, very small (100KB), easyly useable, mp3 file splitter and joiner WITHOUT encoding, with built in player !!! I'm using it for splitting mixes, in which there're parts which I don't like ... I have tried many commercial product for splitting mp3 without reencoding and all of them were sucks :) Try it and you love it !
