Sound fucks up every 2-3 minutes -

I disabled Cool and Quiet as quite a few people asked me to. It did seem to help. I could pretty much listen to playback from my default project in Reaper while also loading pages in IE and checking out Control Panel and generally just use the computer as I please. Everything seemed just perfect, actually. I even added a few VST's to my Master-track in Reaper. No problems. Then, after roughly 12 minutes of this, the problem was there again. Those 20 seconds of terror. I hurried in and checked task manager while this was going on, and once again it was Reaper using the intire CPU. I can't remember the last time I was this puzzled over a computer problem. It must be some process conflicting with reaper somehow, or some VST doing something stupid... Right now I'm listening to playback from Reaper while writing this and everything is Swell. Been like this for 20 minutes now, the problem occurs every 3-4 minutes for 20 seconds. Apart from that, no problems at all. I guess it really must be some fucking process or driver fucking everything up. I'll have to try that blackwiper-thing, I guess. Thanks again for all the input.
